Overview:
The Monitoring and Evaluation (M&E) Specialist is responsible for providing general assistance and investigating, collecting and processing statistical data / context information to complement the reports generated by the M&E Unit.

This position is contingent upon contract award.

Primary Responsibilities:
• Duties may include collecting primary and secondary information related to the implementation of INL projects.
• Monitors and evaluates the progress of all related efforts to ensure compliance with relevant terms and conditions.
• Provide insight and advice to ensure that rigorous monitoring of approved activities is exercised on an ongoing basis.
• Conducts data quality checks and ensures accuracy and completeness of survey questionnaires, reviewing and uploading documents into INL systems.
• Performs a wide variety of administrative duties, including scanning, filing, records searches, and the assembling of materials for use in preparing reports.
• Recommends approval, as required, for deviations from approved plans, schedules, and scopes of work based on the progress of related initiatives and the political environment.

Education and/or Experience:
• Bachelor’s Degree in the Social Sciences or equivalent.
• At least three (3) years of experience in monitoring and evaluation, strategic planning, foreign assistance, and/or performance management.
• More than two (2) years of experience with data collection and data management.
• More than one (1) year of experience in a customer-facing position, with the ability to interact with government officials.
• Experience and competency with data analysis and producing quality descriptive data visualizations.
• Experience with international narcotics and law enforcement-related programs, or U.S. Department of State, Department of Justice, USAID or other similar government partners preferred.
• Experience with Tableau, Power BI, or other similar business intelligence software.

Knowledge, Skills, and Abilities:
• High level of knowledge of local laws, customs, current events, and governmental institutions.
• Proven ability to deliver a quality written product and make presentations, both in English.
• Proficiency in Spanish and English.
• Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
• Knowledge and experience in law enforcement environment.
• Strong analytical, communication and interpersonal skills.
• Basic knowledge of statistical analysis and software such as SPSS or STATA
• Proficient computer skills including Microsoft Word, Excel, and Outlook;
• Ability to work well with others.
Certificates, Licenses, Registrations:
Language – Foreign Service Institute (FSI) level 4/4 Spanish, English level 3/3.

Security Clearance:
• Must be able to successfully complete a background check through the RSO/U.S. Embassy (Regional Security Office)

Physical Demands:
Must be able to physically and medically perform in El Salvador and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Travel:
Local and/or international travel may be required.
